On July 31, the State Administration for Industry and Commerce issued the "Announcement on Stopping the Implementation of the Recording of Automobile Distributors and Authorized Dealers of Automobile Brands" (hereinafter referred to as the "Announcement"), indicating that it will be suspended from October 1, 2014. The general dealer of the automobile and the authorized dealer of the automobile brand shall file the work and release the review right to the place.
According to the filing list document promulgated by the State Administration for Industry and Commerce, the business license of the “XX brand automobile sales” and the authorized dealer of the automobile brand have been registered as the “XX brand automobile sales”, and can be applied for change registration as “automobile sales”. When the Beijing Municipal Administration for Industry and Commerce specifically implemented this regulation, it adopted a further liberalization of administrative management – ​​not only authorized 4S stores or general distributors can apply for changes to “automobile sales”, but some only car sales. Before the implementation of the "Automobile Brand Sales Management Implementation Measures" (hereinafter referred to as "the Measures") in 2005, it is very difficult to have the qualification of car sales. Its application process is first recommended by the car manufacturer, then to the State Administration for Industry and Commerce and the National Development and Reform Commission for approval, and then qualified to sell cars. When applying for a license, it usually contains a bracket. The brackets indicate that the car is not included. After the authorization is obtained, the contents in the brackets will become a car.
“At the time, only 20 or 30 dealers in the country had the qualification to sell cars, but many people wanted to enter this market. What should I do? The solution is to go to the tangible market, such as the North and Asia, but the brackets should always be enclosed. After the implementation of the "Measures" in 2005, the situation has changed. The process of applying for automobile sales has changed. First, it has been approved by the automobile manufacturers, allowing the other party to invest in the construction of 4S stores. The manufacturers will first draft a license. The licenses are written with parentheses without a car. After the 4S shop is completed and approved by the manufacturer, the manufacturer will file a record with the State Administration for Industry and Commerce. After the record is passed, the brackets that did not contain the car will be changed into Audi, Volkswagen or other car brands. However, if you do not have authorization and want to sell a car, you must add a bracket to the business license, which should be marked with nine or less.
"After the implementation of Beijing's internal documents, many bracketed dealers can remove the brackets, authorized dealers can be changed to car sales, without authorization can also apply for authorization, do not need to take the manufacturer's brand authorization to apply for business registration Wang Hongchang, secretary general of the China Automotive Distribution Association's Tangible Markets Branch, believes that this practice in Beijing will benefit the car's tangible market first, at least to prove the legitimacy of the second-tier car dealers.
In Wang Hongchang's view, there is no need to authorize the sale of cars. In fact, it is the end of the "Measures." This will provide a transformational path for the automotive tangible market, namely the establishment of a car supermarket. "If the tangible automobile market has a car sales license and a car source, it can fully develop in the direction of the car supermarket in the future, concentrate on invoicing, and collect charges to make Gome and Suning in the automobile industry."
In fact, for the tangible auto market, the timing of the transition to a car supermarket is not too early. Some financial and IT professionals who have already felt the policy reform are now exploring the “strategic” in the field of auto sales. In their view, the e-commerce model with sales lead resources will be favored by auto manufacturers in the future. To more vehicles, this is the most violent force of change for the current car sales channel.
The revision of the "Measures" is still under discussion. However, the practice of the Beijing Industrial and Commercial Bureau does not mean that the "Measures" will be abolished. "The State Administration for Industry and Commerce only stated that it was released in the filing process, but the previous manufacturer authorization method is globally popular and does not mean termination." Senior automotive expert Jia Xinguang said that the management of automobile sales involves the Ministry of Commerce, the State Administration for Industry and Commerce, etc. The ministries and commissions, and now only the State Administration of Industry and Commerce has stated that the "Measures" will withdraw from the historical arena.
In fact, the Ministry of Commerce is currently organizing discussions on the revision of the Measures. According to people familiar with the matter, on September 5, the Ministry of Commerce invited Chinese circulation associations, dealer groups, vehicle manufacturers, industry experts and other fields to hold an emergency meeting to seek opinions on the revision of the Measures.
“One of the changes is that the new rules will allow dealers to operate in multiple brands.” On September 10, Bloomberg quoted people familiar with the matter as saying. However, this amendment did not reach consensus. At the beginning of the publication of the "Announcement" of the State Administration for Industry and Commerce, the China Automobile Association, which represented the interests of automakers, made the first stand out. The franchise of automobile products is the universal method of the world, and the possibility of change is not great. However, the dealer group and the managers of the tangible market are full of expectations for the revision of the Measures.
"The current situation is that the "Measures" for ten years have already established a mature network system. If it is cancelled, is there any updated management mode that can stabilize the current automobile market?" Yan Jinghui, deputy general manager of Asia City, laments the core brand. Authorization is not an initial stage. It is already difficult to shake. It is possible to break the "Measures", but where is it?
In fact, as the main body of automobile sales, more car dealers are looking forward to the direction that the revised "Measures" can restrict manufacturers' mandatory provisions for dealers, such as pressure warehouses, as to whether they can be sold in a brand store. Multi-brand, this is a more concerned issue for dealer groups and tangible markets, as they are trying to copy the Gome-style hypermarket sales model to the auto market.
"Now the city is in strategic cooperation with PICC on the after-sales service of parallel imported cars. If this model is formed, it will promote the standard development of parallel imported cars." According to Yan Jinghui, the current sales of imported cars in the Asian city accounted for the new car. The sales volume is 43%~45%, and the parallel imported cars account for one-third of the total. If the after-sales warranty problem of this type of vehicle is solved, then the Asian city can fully use this to set up a sales area for parallel imported cars.
