The food harvest in the afternoon and autumn seasons is affected by rainy weather, which can easily lead to high moisture food grain and mildew. The demand of grain-growing farmers for grain drying facilities is extremely urgent. In order to better serve grain farmers and maintain the interests of grain farmers, with the consent of the municipal government, the relevant matters regarding strengthening the construction of drying facilities for state-owned grain enterprises are hereby notified as follows:
First, the target mission
By 2018, based on the grain storage points approved by the provincial grain bureau, the city plans to increase the capacity of grain drying facilities by 10,000 tons/day, of which 10 new ones with drying capacity of 200-300 tons/day will be built. In the center, 100 new food drying stations with a drying capacity of 50 to 100 tons/day are built to ensure that there is a grain drying service station within the service scope of each township in the city. The project is planned to be constructed in three phases. The first phase will add 2500 tons/day of grain drying capacity, which will be completed by the end of June 2017; the second phase will add 3,500 tons/day of drying capacity, which will be completed by the end of October 2017; the third phase will add 4,000 tons/year. The drying capacity is completed by the end of June 2018.
Second, the funding arrangements
The funds for the construction of grain drying facilities shall be funded by the state-owned grain enterprises themselves and the municipal and county financial subsidy. The city-level financial funds shall be subsidized at 3,000 yuan per ton for the drying capacity, 3,000 yuan per ton for the county-level fiscal package, and other insufficiency. State-owned grain enterprises raised their own funds. The municipal finance allocates 8 million yuan from the special fund for modern agricultural development funds—agricultural industrialization, and arranges 2 million yuan from a special fund for grain industrialization, and a total of 30 million yuan for three consecutive years starting from 2017, according to the pre-built supplements. The principle is specifically used to add subsidies for grain drying facilities.
Third, the relevant requirements
