According to the requirements, the heating meter must use an integrated ultrasonic meter with a measurement accuracy of above 2 and have a remote transmission system that meets the functions required by heating companies and users. The warranty period for the heat meter is 8 years. The period of change shall not be less than 4 years, and the service life of the battery shall not be less than 12 years. Newly-built or reconstructed residential water supply projects can be implemented only after being audited by the water supply department, and use materials that comply with the national regulations; garden pipes should be coated with water-sprayed composite steel pipes, ductile iron pipes or PE pipes according to the pressure conditions. "The establishment of such a strict standard is mainly to minimize the risk of runaway leaks and realize energy conservation and emission reduction." The person in charge of the Municipal Urban and Rural Management Committee explained.
At the same time, all construction, design, construction, and supervision units must strictly follow the requirements and actively promote the reform of building heating metering and the “one household, one surface†reform of the water supply; the city heating center and the municipal water company must strengthen guidance, review, and supervision. For buildings that do not install heating and water supply devices in accordance with regulations, the relevant departments will not go through the relevant approval procedures for central heating and water supply; the municipal administrative and law enforcement departments for urban and rural management will be ordered to make corrections within a time limit in accordance with relevant laws and regulations.
