On January 4, the Ministry of Land and Resources revealed to the public that the research project of “Reservation of Mineral Resources Strategic Reserve Base†passed the review and acceptance of the expert group. This shows that China’s strategic reserve system for mineral resources began to accelerate. This move is of great significance in making full use of the current international financial crisis, intensifying the establishment and improvement of strategic reserve of domestic mineral resources, and timely adjusting the deployment of exploration, development, and protection strategies for mineral resources such as China's mineral resources.
It is understood that the reserve of mineral resources strategic base (mining area) is a resource reserve mode with low construction and operating costs, relatively easy management, and long-term protection.
The project was jointly undertaken by the Central Geological Exploration Fund Management Center Organization, the China Academy of Land Resources and Economic Research, and the Institute of Fiscal Science of the Ministry of Finance. The main results of the research project are two items: the "Research Report on Mineral Reserve Bases" and "Interim Measures on the Management of Strategic Bases for Mineral Resources (Proposal Draft)". The research report puts forward the basic principles and reserve methods for the development of strategic reserve bases for mineral resources in China, the scale and structure of reserves, the types and layout of key reserve minerals, and the management system, operational mechanism, and policy recommendations for strategic reserves of mineral resources. The Interim Measures clarify the conditions, methods, and procedures for the collection, replacement, use, and utilization of China's mineral resources strategic reserve base.
According to Cheng Liwei, director of the Central Geological Exploration Fund Management Center, with the acceleration of China's industrialization process, the consumption of petroleum and Other resources has also increased substantially. In the coming period, China’s resource consumption will still be at a high growth stage, and resource constraints facing economic and social development. Will be further intensified. The state has stepped up the exploration of mineral resources and increased the level of resource guarantees. It has also accelerated the establishment and implementation of a strategic reserve system for mineral resources in line with China’s national conditions, and gradually formed an important mineral resource reserve system. This has become an urgent task that is urgently needed.
It is understood that, at present, China's strategic oil reserves and the implementation of mineral resources reserves in the form of material reserves have been relatively mature in practice. From 2004, China began to build four reserve bases for the first phase of Zhenhai, Zhoushan, Dalian, and Huangdao, among which, bases such as Zhenhai and Zhoushan have already begun oiling. At the same time, since the "Eleventh Five-Year Plan" period, China has also started the strategic reserve of minerals such as national iron, copper, aluminum, manganese, chromium, potash, and other non-energy-mining minerals, and rare-earth, tungsten, and other advantageous minerals. By the end of December 2009, China will strive to complete the assessment of the potential of the three mineral resources of copper, potash, and phosphorus. The preliminary results of the "Research on Strategic Reserves for Mineral Resources" will paved the way for China's final launch of mineral resource reserves.
