The use of ion-exchange membrane electrolyzer and more than 30 square meters of energy-saving metal anode membrane electrolyzers encourages the use of advanced technologies such as expanded anodes, modified membranes, active cathodes, and small polar distances, and encourages the use of ethylene-oxychlorination-based polyvinyl chloride production technology alternatives. The calcium carbide process polyvinyl chloride production technology encourages the development and renovation of calcium chloride process technology such as dry process acetylene, large-scale converters, pressure swing adsorption, mercury-free catalysts, etc. The consumption of electrolytic alternating current for newly-built, rebuilt or expanded caustic soda plants should be less than 2450 kWh/ton, consumption of calcium carbide in PVC plant should be less than 1420 kg/ton, ethylene consumption should be less than 48 0 kg/ton. The access system also puts forward requirements for the safety, health, and environmental protection management of the company.

This prevented the entry of foreign products to a certain extent, but at the same time it also caused the price in the domestic market to rise sharply and the production capacity to grow too fast. Statistics from the National Bureau of Statistics show that in 2006, domestic caustic soda production capacity exceeded 4 million tons, and this year it will increase by more than 2.5 million tons, and the total production capacity will exceed 20 million tons. The production capacity and output of caustic soda in China have ranked first in the world. As the “two high and one resource†industry, it is increasingly urgent to strengthen the access management of the chlor-alkali industry.
