On August 24, the Ministry of Transport issued the Notice on Strengthening the Second Phase of Law Enforcement Inspection of Vehicle Transport Vehicles. The notice pointed out that in order to further strengthen road surface law enforcement inspections, strictly control the illegal transportation of non-compliant vehicle transport vehicles, supervise and urge non-compliant vehicle transport vehicles to exit the market by stages, and completely complete the second stage of “single row of vehicles” and change to “standard vehicles”. The target is to further strengthen the second phase of law enforcement inspection of vehicle transport vehicles and issue related work notices.

The notification mainly involves the following four aspects:

First, vehicle transport vehicles entering the highway entrance must be strictly controlled. The check and control method is to use “Vehicle Transport Vehicle Treatment APP” or “12328” WeChat public number to make inquiries, and to advise non-compliant vehicle transport vehicles that have not been declared in the declaration system and have exceeded the withdrawal period.

Second, the notice states that it is necessary to ensure the smooth passage of compliant vehicle transporters. Since it is allowed to use the compliant mid-axis carriage on the road, it should be protected accordingly. In this regard, the Ministry of Communications pointed out that each toll station may not refuse to apply for a vehicle to enter the expressway or impose a penalty on the ground that it has not reported in the reporting system.

Third, strict enforcement of joint punishment. Once violations of the vehicle transporter on the road are discovered, the passenger vehicle manufacturing company, the logistics vehicle company, the vehicle transporter that assumes the transportation task, and the driver of the vehicle shall be punished together. Therefore, it is better to decorate less and not to install more cars.

Lastly, the Ministry of Transport hopes that all vehicle logistics companies will strengthen their self-discipline and prohibit malicious low-price competition from disrupting market order.

I. Strict supervision of highway entrances

The competent departments of communications and transportation in various localities shall supervise the operation and management units of highways within the jurisdiction and strengthen the training of the toll collectors, and use the “Approval APP for Vehicle Transport Vehicles” or “12328” WeChat public number to check and contrast the trailers of vehicle transporters at the entrance of each toll station. , Remind non-compliant vehicle transporters that have not been declared in the declaration system and exceed the withdrawal deadline, and register relevant information such as vehicle number plates. For areas where it is difficult to implement retaliation, an illegal operation notice (see Attachment 1) may be issued, signed and signed by the driver, and notified by the driver that the nearest exit will be exited from the expressway, and at the same time, the noncompliance of the illegal operation notice will be issued. Vehicle transporter related information is reported to the provincial highway management and management units (see Annex 2 for verification procedures). The provincial competent department of transportation shall collect the information in a timely manner. Third, strict implementation of joint disciplinary

All local transportation and transportation management departments shall, in accordance with the “Notice of the General Office of the Ministry of Transport of the People's Republic of China on Defining Matters Concerning Serious Undertakings, Infringing Acts, and Overloads, and Related Responsibilities,” (No. 8 of Jiao Tong Lu [2017]), severely breach the law and exceed the limit. The overloaded passenger vehicle manufacturing companies, vehicle logistics companies, vehicle transporters, and their drivers, etc., are responsible for the collection of information on illegal deceptions. The information is reported to the Ministry of Transport by the 5th of the first month of each quarter. The Ministry of Transport regularly provides the information to the various departments that signed the memorandum, and implements joint disciplinary measures against the untrustworthy parties according to law.

Fourth, to strengthen auto logistics industry self-regulation
