Recently, it was learned from relevant parties that the “Twelfth Five-year Development Plan for Textile Industry†(hereinafter referred to as the “Planningâ€) has been issued by the Ministry of Industry and Information Technology and will be formally announced to the public.
The "Twelfth Five-Year Plan" is a crucial period for China to build a well-off society in an all-round way. It is a crucial period for deepening reform and opening up, comprehensively adjusting the economic structure, and accelerating the transformation of economic development methods. It is also an important period for the advancement of the textile industry. "Planning" is guided by the concept of scientific development, fully implementing the "Twelfth Five-Year Plan for National Economic and Social Development" and "Industrial Transformation and Upgrading Planning (2011-2015)" and proposing the "12th Five-Year Plan" textile industry The guiding ideology, development goals, key tasks, and policies and measures for development highlight important contents such as structural adjustment, independent innovation, brand building, and sustainable development. It is the guiding document for the development of the textile industry in the next five years and the action to achieve the goals of the textile nation. The program is also an important basis for the planning of all industries and regions in the textile industry. The full text of "Planning" is divided into five parts. The first is the "Eleventh Five-Year" review and the "Twelfth Five-Year Plan" situation; the second is the guiding ideology and development goals; the third is the key tasks; the fourth is the key areas; and the fifth is the main policies and guarantees. Measures; sixth is to strengthen planning and implementation.
Under the guidance of Deng Xiaoping Theory and the important thinking of the "Three Represents," the "Planning" has in-depth implementation of the scientific concept of development, adapts to new changes in domestic and international situations, and adheres to the "Twelfth Five-Year Plan for National Economic and Social Development" requirements. It focuses on accelerating the transformation of economic development methods, focusing on structural adjustment and industrial upgrading, and focusing on independent innovation, brand building, and integration of the two industries. It aims to expand domestic demand and improve people’s livelihood as the fundamental starting point to improve the value chain and achieve Sustained development is an important focus, and the development of a modern textile industrial system with optimized structure, advanced technology, green environmental protection, high added value, and strong ability to absorb employment will lay a solid foundation for realizing a strong textile industry.
"Planning" also formulated the "Twelve Five" development goals. The industrial added value of textile enterprises above designated size will increase by 8% annually. By the end of the "Twelfth Five-Year Plan," the total export volume reached 300 billion U.S. dollars, an average annual increase of 7.5%; the total industry fiber processing volume was 51.5 million tons, an average annual increase of 4.5%. In terms of industrial structure, the proportion of fiber consumption in the three categories of apparel, home textiles, and industrial end-use products reached 48:27:25, and there were more than 20 companies (groups) with an annual output value exceeding 10 billion yuan. In terms of brand building, by the end of the “Twelfth Five-Year Planâ€, 5-10 brands with international influence, 100 well-known brands with high awareness in the domestic market, and 50 brand enterprises with annual sales revenue exceeding RMB 10 billion were formed. The proportion of branded products exports reached 25%. In respect of energy saving and emission reduction, the energy consumption per unit of industrial added value was reduced by 20% compared with 2010, the industrial CO2 emission intensity was reduced by 20% compared with 2010, the water consumption per unit of industrial added value was reduced by 30% compared with 2010, and the major pollutant emission ratio was higher than 2010. Decline by 10%.
Focusing on the development goals, the “Planning†put forward the nine major tasks to be fulfilled in the development of the textile industry during the “Twelfth Five-Year Planâ€: strengthening the capacity for independent innovation, accelerating the pace of technological upgrading, strengthening quality management and brand building, and strengthening energy-saving emission reduction and resource recycling. Use and develop modern industrial clusters, optimize the layout of industrial regions, increase the level of internationalization, strengthen the construction of human resources, optimize the organizational structure, and improve the management level. Each of these tasks has a detailed description and set out the target requirements.
In order to speed up structural adjustment and industrial upgrading of the textile industry, the "planning" also specifically identified four key areas of development: the new textile fiber materials industry, high-end textile equipment manufacturing, high-performance industrial textiles, and traditional textile sub-sectors. Among them, the proportion of chemical fiber accounted for the total amount of fiber processing will reach 76%, and the differential rate of chemical fiber will increase to more than 60%. By 2015, more than 30% of the major textile machinery products will have reached the level of advanced international technologies in the same period. The processing volume of industrial textile fibers will reach 12.9 million tons in 2015, accounting for 25% of the total industry's fiber processing volume.
The "planning" also emphasizes policy safeguards such as improving industrial policies, making use of fiscal and taxation policies, making good use of financial support policies, improving the trading environment, strengthening industry standards, safeguarding textile raw materials, and playing the role of trade associations.
