First, the identification of defective tires must have the participation of tire producers. The relevant provisions are required to be more explicit in this regard.

Second, the tire production and business model compared with the vehicle, there is a big difference, such as tire production and sales are usually in units of the amount of its value is far lower than the car. As a result, tire manufacturers and distributors generally do not have the possibility of collecting and storing consumer information for a long time.

Third, the main raw material for tires is rubber. Finished tires have an aging process even if they are stored in a warehouse. Aging causes damage to product performance. Therefore, it is recommended that the quality assurance period be set for finished tires, such as 3 to 5 years. Tires that exceed the shelf life may not be included in the recall or treated differently.

4. Article 26 of the “Regulations” stipulates that if there is a defect in the tire of the vehicle-mounted equipment, the manufacturer of the automobile product shall be responsible for the recall; if the tire of the unaccompanied vehicle is defective, the tire producer shall be responsible for the recall.

The first half of this paragraph is clearly stated; in the latter part, the “tire not equipped with the vehicle” is understood to mean the replacement tire that enters the circulation field. The number of replacement tyres is much larger than that of the “equipped vehicle” tyres for the complete vehicle and it is not in the same market category. It is advisable to formulate an easy-to-manage recall implementation specification separately.

V. Defective retreaded tyres are recalled by retreaded tyre producers. This paragraph should be added to the "Regulations".
