National Liquid Flow Technical Committee's Liquid Flow Branch Technical Committee Was Held

[China Instrument Network Instrument Conference] According to the State Administration of Quality Supervision, Inspection and Quarantine Letter (2016) No. 626, the Liquid Flow Technical Committee (MTC3/SC1) was established.

Recently, in the city of Beihai, Guangxi, the establishment of the Liquid Flow Sub-Technical Committee of the National Traffic Measurement Technical Committee and the 2017 Technical Regulation Examination and Approval Meeting was successfully held. The three technical regulations including the “Water Meter” metrology verification protocol and the type evaluation evaluation outline were approved.

Chairman Yao Hejun made an important speech at the inaugural meeting. He pointed out that: In the selection of the current members, technical institutions, manufacturing enterprises, universities, etc. have been integrated, and the team of experts has covered more extensively. Under the new situation, the committee must not only do a good job in the validation and control of technical specifications, but also provide good services for the society and enterprises, make more efforts on online testing, and integrate with the development of the national industry. It is hoped that the Commission can become a garden for the exchange of metrology technologies and enable the wider development of new technologies and methods. According to the relevant national guidelines and policies and the needs of economic and social development, the competent authorities at a higher level shall submit regular reports on the development trend of professional traffic flow proposed by the Committee and take corresponding measures. At the inaugural meeting, the chairman and deputy chairman of the committee awarded certificates to the elected members and members of the working group and took a group photo.

The meeting examined and approved the drafts of the three metrological specifications for the “Measurement of Online Calibration of Mass Flow Meters”, “Water Meter” metrological verification procedures, and “Outline of water meter type assessment”. The water meter is one of the nationally-administered measuring instruments that is widely distributed and involves people's livelihood measurement and is closely related to people's lives. The water meter regulations and type evaluation guidelines that involve a wide range of people, people’s attention, and concerns of government departments need the seriousness, carefulness, and responsible attitude of the members to review. The three major measuring instruments under the subcommittee are: water meters, fuel dispensers, and heat meters. Both are large-scale and large-impact key management measurement instruments.

Finally, Secretary-General Yang Youtao organized everyone to study the committee's work handbook, introduced the secretariat’s working procedures, and organized and studied the technical committee’s charter and regulations. According to the “Statutes of the National Metrology and Measurement Technical Committee”, “Technical Committees are technical organizations engaged in measurement and technical work in a certain specialized field”. It is an expert technical and non-legal organization that provides unified planning and establishment of technical support for legal measurement according to the needs of work, and determines that the technical committee shall be led by the Directorate General and responsible for the position of the General Administration of Industry. In addition, the meeting discussed the work composition and the work plan for 2018. The relevant personnel of China Quality Inspection Press introduced the issues of regulations, specifications, and matters that should be noted for the delegates.
