In this CPPCC proposal, Li Xiaolin pointed out that waste tire processing enterprises need the support of national industrial policies. He suggested supporting and encouraging the recycling of used tires from the aspects of technology, policies and regulations.
In this regard, the Ministry of Industry and Information Technology believes that strengthening the resource utilization and harmless disposal of used tires is conducive to protecting the environment and alleviating the shortage of domestic rubber resources, which is of great significance for promoting the sustainable development of the rubber industry.
In order to further promote the standardization and large-scale development of the tire recycling industry, after discussing with the Ministry of Finance and the Ministry of Environmental Protection, the Ministry of Industry and Information Technology decided to carry out five tasks.
Measures include strengthening policy guidance, promoting standardized development of the industry, accelerating the promotion and application of advanced technology and equipment, strengthening pollution control, and improving tax support policies.

The first is to strengthen industry normative management.

At present, the Ministry of Industry and Information Technology is organizing the investigation on the implementation of the VAT preferential policies for industrial resource comprehensive utilization enterprises, and strives to incorporate the comprehensive utilization project of waste tires that meets environmental protection requirements and advanced technology into the scope of tax support policies.
For the tax policy involved in waste tire thermal cracking products, the Ministry will further study and demonstrate.
The third is to actively promote the application of recycled products.
The Ministry of Industry and Information Technology encourages the comprehensive utilization of waste tires to optimize the processing technology, produce refurbished tires and reclaimed rubber, rubber powder, carbon black and other recyclable products that meet the requirements, promote large-scale application, and provide raw material support for the production of related rubber products.
The fourth is to strengthen pollution control.
The Ministry of Environmental Protection will unite relevant departments to carry out special campaigns for the remediation and rectification of waste tires, waste plastics, and e-waste industries, and ban a number of small laboratories and scattered distribution centers that are heavily polluted and strongly reflected by the masses.
