The Beijing-Hangzhou Grand Canal West Passageway starts from Weishan Ship Lock on the secondary dam and ends at the Yanjiaba Ship Lock on the south, with a total length of 57 kilometers. Among them, 39.2 kilometers of the Pei County section has been included in the national Yangtze River Delta high-level channel network construction plan and the provincial trunk route network planning. In recent years, with the rapid economic and social development in the hinterland, the growth trend of the water transportation business is apparent, and the shipping volume of the West Lake Channel has grown rapidly. At present, the Huxi Waterway is the only non-conforming section of the northern section of the Beijing-Hangzhou Grand Canal. The navigation conditions are relatively poor, and it is difficult to meet the needs of rapid growth in freight volume and ship size. Therefore, in order to adapt to the rapid growth of shipping traffic and the demand for large ships, it is necessary and urgent to build a comprehensive transportation hub in Xuzhou and promote economic and social development along the river. It is necessary and urgent to implement the second-phase renovation project after the first phase of the project.
The first phase of the West Lake Channel project was launched in May 2011 as the provincial government's key traffic construction project in 2011 and the “three major†construction project in Xuzhou City. The starting point for the project is the Yongjiaba ship lock, and the terminal is Peifang Fangcun. The construction content includes: 29 km of secondary standards rectification waterway, including 11 km of Pei County section, a new double-standard standard Yongjiaba double-line ship lock, 3 new bridges, including 1 in Pei County, 14 km revetment, improvement and reconstruction Ferry 6 Road. At the end of 2013, the fairway and ship locks were completed and passed acceptance. In June of this year, the bridge project passed acceptance and was put into use.
The second phase of Lake West Channel Regulation Project is about 28 kilometers long. The starting point is Fangcun (the end of the first phase) and the end point is the second dam (outside of the gate of the Weishan Ship Lock). The project involves the land of Jiangsu and Shandong provinces. The plan is to follow the Level navigation channel standards implementation expansion. The project construction includes: 28 km of waterway project, integration of ferries along the line, new bridges 2-3 and one water service area. On April 17, 2014, Director of the Provincial Bureau of Waterway, Dong Wenhu, made a special trip to Pei County to investigate issues related to the construction of the second phase of the Huxi Channel. Dong Director expressed strong support for the construction of the second phase of the Huxi Channel, and proposed to consider the ownership of the land along the route. Complexity: The project plan should occupy as little land as possible, adapt to local conditions, and be prepared for difficulties. At present, the Provincial Department of Waterway has arranged for the construction of design drawings. Municipal party committee and municipal government secretary Cao Xinping and Mayor Zhu Min paid great attention to the second phase project of the West Lake Channel, and it is clear that the local government is the main body of implementation. At present, the Pei County government is setting up a construction team and has started investigations and investigations on land acquisition, demolition and compensation along the route, and plans to start construction within the year.
In response, representatives from the People’s Congress of the Municipal People’s Congress of the City of Huizhou City acknowledged the reply of the deputy director of Huang Jianqun. Representatives of the deputy director of the county Party committee’s research office Lu Yongjiang and representatives present here stated that: First, the Municipal Bureau of Shipping and the Department of Navigation attached great importance to a clear direction, and proposed to the deputies to the National People’s Congress. The bill made a special reply to Peixian to the People's Congress representatives to answer in a timely manner. Second, the construction project was clearly planned ahead of schedule to provide strong support for Pei County's future development. Third, the measures were feasible and in line with the actual and development needs of Pei County's development; and the fourth was related to land rights.
