According to the objectives set forth in the "Planning", by 2020, Zhenglu Town's existing drying equipment manufacturers will achieve a total industrial output value and sales revenue of 3 billion yuan, with an average annual growth rate of 10% in the near future. The average annual growth rate is 20%. In 3 to 5 years, with the product and comprehensive competitiveness as indicators, we will focus on supporting the development of a drying equipment manufacturing company that will have 3 to 5 companies with sales of over 100 million yuan. By 2020, we will cultivate one enterprise with an annual sales income of over one billion yuan, and three companies with an annual sales income of 500 million to one billion yuan.
"Planning" pointed out that to promote the upgrading of industrial clusters should focus on the completion of the extension of the industrial chain, build a public service platform, enhance the regional brand, foster leading enterprises, and foster small and medium-sized production and research and development enterprise groups and other five tasks. In terms of extending the industrial chain, the "Planning" believes that product manufacturing companies should gradually extend the industrial chain from the product manufacturing process to the entire process of product design, raw material supply, production, sales, and service. In constructing the public service platform, a public service platform based on Zhenglu Township government and district towns will be established. This is the public service system for Zhenglu Drying Industrial Clusters. It will mainly build four platforms, namely, production service platform, technology research and development platform, and human resources. Resource platform, market trading platform.
"Planning" shows that in the future Zheng Luzhen will implement a number of measures to promote the upgrading of industrial clusters. Strengthening the construction of industry associations and playing the role of trade associations is one of them. It is understood that the Chenglu Town Drying Industry Association of Changzhou City was formally established on May 26, 2013. Currently, there are 39 members, covering nearly 90% of large and medium-sized drying equipment enterprises in Zhenglu Town, actively playing the role of the Association, and will vigorously promote Industrial cluster upgrades.
The measures also include strengthening the protection of intellectual property and enhancing the cluster's innovation capabilities. "Planning" shows that Zheng Luzhen will gather all the technical strengths of enterprises and set up a drying equipment research and development center, mainly focusing on global high-end technologies, shaping the image of Zheng Lu drying, and promoting the improvement of the quality of drying equipment in the region. Strengthen the division of labor within the cluster to form a group of elite, special and specialized enterprises with unique characteristics. At the same time, we will establish a sound intellectual property protection system, increase the enforcement of intellectual property protection, and establish a special review mechanism for intellectual property rights in major economic activities.
