Increasing scientific and technological innovation is one of the measures to achieve this goal. The plan suggests that companies should continuously introduce and cultivate talents for scientific and technological innovation, increase cooperation with scientific research institutes, and establish and improve scientific and technological innovation systems; qualified enterprises should increase their investment in science and technology, establish their own technology centers, and strive to create a national level And provincial enterprise technology center.
