The General Office of the State Council issued the Opinions on Promoting Agricultural Mechanization and Sound and Rapid Development of Agricultural Machinery Industry.

According to the Opinions, by 2015, the total power of agricultural machinery will reach 1 billion kilowatts, of which the irrigation and discharge machinery power will reach 100 million kilowatts, and the level of comprehensive mechanization of major crops will reach 55%; by 2020, the total agricultural machinery power will stabilize at 1.2 billion. About kilowatts, of which the mechanical power of irrigation and drainage reached 110 million kilowatts, and the level of comprehensive mechanization of the main crops was 65%.

The "Opinions" stated that it will increase policy support for the promotion of agricultural mechanization and the development of the agricultural machinery industry. We must increase financial support, improve the subsidy system for purchase of agricultural machinery, strengthen and improve financial services, earnestly implement preferential tax and fee policies, and support infrastructure construction.

"At present, the competition of medium and small single-cylinder diesel engines is too fierce. The gross profit margin of the industry is very low and basically does not make money. Major diesel engine manufacturers are more dependent on the intensity of subsidies," said Zhang Qi, an analyst at Nanjing Securities Machinery.

Cinda Securities agricultural analyst Kang Jingdong told reporters: “The introduction of this policy has an indirect effect on agriculture. From the perspective of substance, it does not have much positive effect, and it has almost no impact on general agricultural stocks.”
