Ministry of Industry and Information Technology to increase access to photovoltaic industry

The project approval system, once known as a tool to prevent overcapacity, is now being tortured by all parties.
China's photovoltaic industry is a typical capital-driven industry. Whether it is a photovoltaic assembly plant or a large-scale ground-based photovoltaic power plant, it requires millions of funds, and it needs to be approved by the National Development and Reform Commission. The original intention of the original administrative examination and approval was to control overcapacity. After all, the essence of the enterprise is profit-seeking. When the profit prospects are seen, it will bury the hidden dangers for the overall development of the industry in the future.
Even so, the photovoltaic industry has not stopped the overcapacity. After a few years of rapid development, the photovoltaic industry suffered an inflection point in 2011, the inventory of photovoltaic enterprises, the price decline, coupled with credit tightening, the photovoltaic industry sighed all over the world.
A local government official bluntly told reporters that all the projects that got the NDRC roads were relatively smooth in the later stages, whether it was land approval or bank credit. This has led to companies preferring to run ministries, roads, and even the phenomenon of publicly speculating the photovoltaic industry.
However, in the opinion of the reporter, the administrative examination and approval power is only replaced by the government department to make decisions, but the market's invisible hand is in a partial failure. For example, the original government should conduct rhythm control over the capacity expansion of the entire industry, but from the historical experience, the NDRC's overall function of controlling production capacity is clearly temporarily absent. Since the Ministry of Industry and Information Technology first proposed the issue of repeated solar energy construction and disorderly launch in 2009, the Ministry of Science and Technology has been in a tit-for-tat relationship. It is unfair to judge that there is overcapacity in the polysilicon field. Subsequently, the NDRC has not carried out the production capacity of the photovoltaic industry in the approval process. control.
After entering the second quarter of 2013, the situation of China's photovoltaic industry has improved, both in terms of construction price and shipment volume. One of the reasons is that some PV plants in China's second- and third-tier cities have temporarily stopped production, and the problem of overcapacity has been temporarily eased.
However, this is not the long-term path. At an internal meeting, Shao Ning, deputy director of the State-owned Assets Supervision and Administration Commission, said that many industries in China without technical thresholds had overcapacity and required the government to guide an orderly exit.
The photovoltaic industry people question this because China's PV companies are mostly private capital, and neither the SASAC nor the National Development and Reform Commission has the administrative power to force enterprises to withdraw. Moreover, China's PV industry has not yet established an effective mechanism for corporate exit, so this can only stay at the envisioned stage.
However, the reporter recently learned that in dealing with the problem of overcapacity in individual industries in China, the overall thinking of the Ministry of Industry and Information Technology is to reduce administrative approvals and increase barriers to entry. Specifically, at the beginning of the project preparation, the relevant departments will assess the environmental protection, land and technology, and other indicators. For key industries with overcapacity, new projects will be strictly examined and approved, and illegal projects will be suspended.
Miao Wei, Minister of the Ministry of Industry and Information Technology, previously publicly stated that by the end of 2014, the administrative examination and approval items under the Ministry of Industry and Information Technology could be reduced by more than one third.
As the leading department to deal with overcapacity, the policy ideas of the Ministry of Industry and Information Technology have released a good signal for the market, that is, to improve the access threshold instead of administrative approval, and to return more market decision-making power to the enterprise itself, thus fundamentally solving overcapacity. problem.
However, at present, the policy idea can only solve the incremental problem of the future market. For the current market stock, the photovoltaic industry does not need to introduce a supporting exit mechanism, so that the photovoltaic industry can really embark on the track of sound development.
