At present, the state's relevant management policies for dangerous goods tankers mainly start from seven aspects: the qualification of tanker manufacturing companies, tank inspections, tanker product access, tanker product use, tanker product recalls, and tanker product scrapping. In terms of the licensing of tanker manufacturers, according to China's current laws and regulations, the General Administration of Quality Supervision, Inspection and Quarantine is responsible for the production license of industrial products, and the Ministry of Industry and Information Technology is responsible for the management of automobile products and corporate announcements. The main management system for tanker production is formulated by the above two departments. Release implementation. Among them, the quality supervision inspection and quarantine department is responsible for issuing production licenses for industrial products of dangerous chemicals and their packaging and container manufacturing enterprises. In order to further regulate the production of tank cars, the Ministry of Industry and Information Technology issued Notice No. 48 “Guidelines for the Production Management of Tank-type Vehicles and Product Access†in July 2014. It requires companies to obtain the “License of Special Purpose Vehicle Manufacturers†of the Ministry of Industry and Information Technology before they can engage in the production of dangerous goods roads. The production of tankers for transport must also require tanker manufacturing companies to have tank design capabilities and manufacturing capabilities. The tanks should be self-manufactured.
In the manufacture of tank cars, it is divided into two requirements: tank manufacturing and tank manufacturing: After the company obtains the hazardous chemical packaging materials, the container product production license and the license of the special vehicle manufacturing company, the tank can be designed, manufactured, and manufactured. Inspection, design and manufacture of tanks shall comply with GB 18564.1, GB 18564.2 and other relevant technical requirements; after the tanks are manufactured, tankers shall be manufactured on the basis of the second-class chassis that meets the requirements of the announcement.
The manufacturing process shall comply with the relevant management regulations and technical standards of the Ministry of Industry and Information Technology on vehicle products, and shall configure safety equipment in accordance with the requirements of the mandatory standards such as GB 7258, GB 20300, and GB 21668. In tank inspection and compulsory inspection of tankers, there are two inspections of the tank factory and compulsory tank inspection. The current mandatory standards for tank vehicles include GB 20300, GB 21668, GB 7258, GB 11567, supplementary safety technical requirements for tank-type dangerous goods vehicles (Ministry of Industry and Information Industry [2012] No. 504) and QC/T 932, etc. Safety requirements for cargo road tanker tankers, rear lower guards, emergency cut-off devices, etc. were proposed.
In the product tanker access (announcement) terms, in 2014 the Ministry of Industry issued Notice No. 48 "tank vehicle manufacturers and product access management requirements", the report reflects the styling requirements tanker tank size and wall thickness, material, effective Volume and calculation process. The bulletin notes stipulate the proper loading medium for tankers. The same tanker can have a variety of media, and the medium density range is controlled within the range of 90% to 100% of the maximum allowable medium density. In respect of the use of tanker products, it mainly involves relevant management regulations such as registration, operation access, safety technology inspection, comprehensive performance inspection, maintenance and maintenance, and annual inspection of road transportation permits.
In the recall of tanker products, the recall of commercial vehicles in our country was later than that of passenger cars, and there was a gap between the recall implementation and the passenger vehicles. In 2009, the five ministries and commissions of the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Announcement on the Implementation of Recall Management of N and Class O Vehicle Products" (No. 24 of 2009) for freight vehicles and trailers, and included commercial vehicles in the scope of recall management. In October 2012, the State Council issued the "Regulations on the Recall of Defective Automobile Products" (Order No. 626 of the State Council), which stipulates that the quality inspection department is responsible for recalling the implementation. In 2014, the quality inspection department formulated the supporting regulations “Measures for the Implementation of Recall Management Regulations for Defective Automobile Products†(for comments), and improved the management of vehicle recalls.
In terms of scrapped tanker products, in 2012, the Ministry of Commerce and other four ministries issued the “Regulations on Motor Vehicle Disposal†(No. 12 of 2012), proposing the use of trailers and semi-trailers for the transport of dangerous goods for 10 years and container semi-trailers for 20 years. The use of other semitrailers for 15 years stipulates that the scrapping period for tank semi-trailers (including tanks and running structures) is 10 years, and the scrapping period for dangerous goods tank semi-trailer tractors and monolithic tankers is 10 years. These management systems are implemented by various ministries or commissions, and the management departments are numerous. The number of policies and standards issued is correspondingly large, and companies need to implement them one by one.
